Required Houston Permit Package – Document Checklist
Per HPC CE-1198 Solar PV Permit & Inspection Guide (revised March 2024):
- Plan cover sheet + code analysis sheet — list 2021 IBC or 2021 IRC (not both), 2023 NEC, 2021 IFC, 2021 IEBC, 2021 IECC, 2021 UMC, 2021 UPC, 2021 ISPSC, Houston Amendments, Houston Code Words, and HFD Life Safety Bureau Standards
- Site/plot plan — drawn to scale from property survey. Must show all structures, property lines, setbacks, easements, equipment pads, and battery storage locations. No encroachment into easements
- Roof layout plan — panel placement, railing/mounting locations (relative to rafters), existing roof penetrations, pathways, and setbacks. Min. 4-ft emergency access required
- Structural calculations and engineer’s letter — Texas PE-sealed. Must address added loads, anchorage, and wind uplift per Table R301.2(1) or IBC §1609.3. Include ASCE 7 hazard tool printout
- Electrical single-line diagram — prepared and signed/sealed by a licensed electrician or Texas PE. NEC Article 690 + 705 compliant. Include panel layout, pathway layout, conductor sizes/types, overcurrent protection, disconnect, inverter, battery details
- Equipment spec sheets — for ALL solar and electrical components. Must show UL 1703 listing with approved testing lab logos
- NEC labeling/placards schedule — per Articles 690, 691, and 705. Locations shown on plans
- Declaration Supporting Building Permit Application — signed by property owner, validated against HCAD records. If owner doesn’t match HCAD, proof of ownership required
Properties in flood plains, historic districts, or airport overlay zones require additional documentation. New/non-mainstream solar products may require an Alternative Method submittal per HPC Handout CE-1103.
